the common operating picture that we have with cal ema and we've developed the ability to import data from every allied organization whether it's usgs, the law enforcement agencies, fire, weather, what have you, to be able to put it out in layers so we literally can know everything going on. we can see lightning strikes that cause fires, down to the size of a car fire. we're often able to do predictive analysis that exceeds the ability of fire and other agencies and able to call them up because we can see this and we've trained our battle captains that work in our operations center to think ahead and think three moves ahead whether or not an event they see developing is going to cause a trigger that is going to require national guard or other military forces to deploy. >> if i may, i think it's for us, myself as the senior leader in third fleet, it's about information sharing and intelligence fusion and turning that into actionable knowledge. we have a 24/7 maritime operation center as well that we attempt to do that. we do have cnn up, usually turn the volume down and just look at the pic

and objectives and i can't make the cal train because it's congested around the giants game and sometimes they don't go beyond second street very quickly. well, there are solutions to put in place. there are opportunities and check them against the golden objectives and at the end of the day we understand the priorities and the goals of the community and the city and we understand what is happening and when both in transportation and land use, our next responsibility would be to come up with solutions that make sense and that get out ahead of the environmental, so i'm very interested in this process just like we did with the people plan in america's cup and before the environmental. the environmental kicked in and gave us great data and back in the people plan and had a plan that was smart and a environmental that had great mitigation measures and i think that is a great proposead and recommendation for getting ahead of the issue and vetting them in the project and with they will turn it over to brad for his report. >> good afternoon commissioners. brad benson special projects manager

to the east bay where we spent part of the day monitoring bay area road at the command center of cal-trans. nick smith has more. >>reporter: excess run off from heavy rainfall creating big ponds in areas of downtown oakland. the intersection of third and washington street became a virtual lake with water so high it blocked parking spaces poured into one lane of traffic. with the sidewalk covered in rain run off this woman appeared to be baffled by how to get around i it. so she just stood there. ankle deep in rain water. freeway not much better. 8 80 at the marina boulevard exit was a wet gray mess. heavy rain obscured the view of drivers creating a constant wave of stop and go traffic and sea of brake lights. this accident was one of many we witnessed in the span of only 2 hours. low lying spots on the highway often flood quickly. increasing road hazard for drivers and new set of challenges for the crew assigned to keep the freeway and storm drains clear of all obstruction. >> we have to make sure that they are not being plugged by either mud or leaves or by litter. >>report

eric cal sw -- swalwell. michael montgomery, reporter for kqed and center for investigative reporting, and moore, professor of law. the u.s. supreme court convened today behind closed doors discussing whether or not to review a lower court ruling striking down california's proposition 8. their highly anticipated decision could come monday. as you well know, the supreme court gets seven to eight thousand requests for cases to be reviewed. how do they decide? they only pick 80 or so a year. what is the criteria and why would prop 8 be an important one to look at? >> it's how legal the precedent is and how national the question is, how many people it affects, and relatedly, how much lower courts are struggling over that and related questions. so in the prop 8 case, it's true the prop 8 is a california-specific measure, and it's also true that a ninth circuit ruling tried to make its ruling non-specific. california is such an important state and it occurs in dozens of other states and that's why it might have some appeal for the supreme court. >> as you said, the ninth circuit narrowed it

sometimes it's easy to become kin cal there are still -- cynical there are people who give of themselves just out of the kindness of theirigihae heart, . and it pretty amazing. so today i'm taking the opportunity to recognize a team of people that have worked very diligently to improve the conditions of public housing. i think it is incredibly important to recognize those that fly under the radar, but do extraordinary work to serve the public. i would like to ask housing authority staff, and i'm glad you guys are up here now, marshall,v,'(⌞ç philip, pamela,d will staff person leland, and newly elected plaza east tenant association martha. over the past several months, i have worked closely with staff and residents of the housing authority sites that quee that e have in district 5, whether programming community spaces, or connecting folks to mental health services, the group here today has gone above and beyond to be community builders for the residents of public housing. most recently the staff teamed with good will to get residents involved in the intensive job readiness program and

. since returning to san francisco, and that was to return to school at cal berkeley, which i did not graduate from because i was hired into a corporate executive management with a major national insurance company and did that for several years. i was actually the legal administrator for northern california operations and chief paralegal and i did that for several years with zenith national insurance company. please don't ask me any insurance questions. as i pointed out earlier, i worked with the community action program which is the equivalent of the economic opportunity council here in san francisco. this was community action commission of santa barbara county, which had control over direct services for the entire county of santa barbara and all the six cities within so we had to cover a substantial amount of area, much larger geographally than san francisco but hardly as dense. so my concerns as a resident in the octavia plan boundaries are the preservation of open space, development of greater community gardening opportunities for low to moderate to affordable income reside

at nasne, hadr course, trained with cal fire, take the time to take that training. it's tough to fit it in but it's important to fit it in and it will make us more effective. we did an exercise back in may in preparation for this and developed a pretty detailed concept of operations. we built load plan, timelines, spare parts lists, we really got into the weeds, thinking about the second and third tier effects, so i want my relief to understand that and i want him to know where that plan is so he can pull it right off the shelf if this ever happens and be ready to respond quickly instead of trying to figure this all out when we need to be getting underway. >> i'll boil mine down into just one, and that is i will pass to my relief to continue to support events like this and look for opportunities to continue to learn how we best in the military can integrate with our civilian and federal contemporaries to be prepared for an eventuality that we hope will never come, but we certainly should be prepared for. so the one thing i'm passing on is keep the momentum. >> thank you, all. one o
